Andrew Elvin: Ensuring housing is a basic right

Winner of the Brighter Future Outstanding Achievement 2025 Award, Andrew Elvin has played a transformative role in helping to shape community housing in Queensland and across Australia.

Throughout his career, Andrew has championed the belief that safe, stable housing is a right for every person and every family. His leadership and advocacy have driven major policy and sector improvements through his work with CHIA Queensland, CHIA National and the UDIA.


His efforts have helped shape Queensland’s housing policy, influencing significant state investment through programs including Partnering for Growth, Quick Starts and the Housing Investment Fund.


At a national level, Andrew is the longest serving CHIA National Director. He has worked closely with political leaders to push for reform, funding and long-term community housing growth. His leadership style is collaborative and grounded in deep respect for the skills and dedication of housing professionals across the sector. 


A leader who drives programs that change lives

Andrew has also championed new approaches to breaking the cycle of domestic and family violence. He has been pivotal in expanding the RISE2 program from two dwellings to 28 by its tenth anniversary at the end of 2026. Through the RISE2 Foundation, which he helped establish, almost $2 million in philanthropic funding has been raised to support women and children in crisis.


Andrew also helped establish Purpose Real Estate, a social enterprise that offers an ethical alternative to traditional real estate. All profits are reinvested into affordable housing, broadening the impact across the community.


Supporting First Nations housing and strengthening policy partnerships

Andrew’s longstanding partnership with the Kabi Kabi Aboriginal Corporation (Housing) has supported the group’s growth and early housing developments. His advocacy has also been instrumental in strengthening government relationships and guiding sector wide input into the Queensland Master Agreement.


He has been a strong voice for unifying the sector under a single national peak body. With the establishment of Australian Community Housing, Andrew sees this as a defining step forward that will give the sector a powerful, unified platform.


When asked for a comment Andrew said “Receiving this award is deeply humbling. I feel honoured to be recognised by the sector I care so much about. This acknowledgement strengthens my commitment to keep pushing for solutions, building partnerships and driving meaningful change for the people who rely on us every day.” 


A lasting legacy of leadership and impact

Andrew’s leadership, advocacy and passion have strengthened the community housing sector and helped ensure that providers remain stable, innovative and ready to meet Australia’s housing challenges.
